13. (4) Электронный будильник показывает часы (две цифры, от 00 до 23) и минуты (две цифры). Сколько раз между 00:01 и 23:59 показания часов будут читаться одинаково слева направо и справа налево?

Показания электронных часов являются палиндромом, если они читаются одинаково слева направо и справа налево. Время на часах имеет формат ЧЧ:ММ. Обозначим четыре цифры времени как $D_1D_2:D_3D_4$. Условие палиндрома означает, что $D_1 = D_4$ и $D_2 = D_3$. Следовательно, время должно иметь вид $D_1D_2:D_2D_1$.
При этом должны выполняться ограничения, связанные с форматом времени:
1. Часы ($D_1D_2$) должны быть в диапазоне от 00 до 23, то есть $0 \le 10 \cdot D_1 + D_2 \le 23$.
2. Минуты ($D_2D_1$) должны быть в диапазоне от 00 до 59, то есть $0 \le 10 \cdot D_2 + D_1 \le 59$.
Для нахождения всех таких моментов времени рассмотрим все возможные значения для первой цифры часов $D_1$.
Случай 1: $D_1 = 0$
Время имеет вид $0D_2:D_20$. Часы ($0D_2$) всегда корректны для любой цифры $D_2$. Минуты ($10 \cdot D_2$) не должны превышать 59, что дает $D_2 \le 5.9$. Таким образом, $D_2$ может быть 0, 1, 2, 3, 4, 5. Это дает 6 палиндромов: 00:00, 01:10, 02:20, 03:30, 04:40, 05:50.
Случай 2: $D_1 = 1$
Время имеет вид $1D_2:D_21$. Часы ($1D_2$) всегда корректны для любой цифры $D_2$. Минуты ($10 \cdot D_2 + 1$) не должны превышать 59, что дает $10 \cdot D_2 \le 58$ или $D_2 \le 5.8$. Таким образом, $D_2$ может быть 0, 1, 2, 3, 4, 5. Это дает еще 6 палиндромов: 10:01, 11:11, 12:21, 13:31, 14:41, 15:51.
Случай 3: $D_1 = 2$
Время имеет вид $2D_2:D_22$. Часы ($20+D_2$) не должны превышать 23, что дает $D_2 \le 3$. Минуты ($10 \cdot D_2 + 2$) не должны превышать 59, что выполняется для всех $D_2 \le 3$. Таким образом, $D_2$ может быть 0, 1, 2, 3. Это дает 4 палиндрома: 20:02, 21:12, 22:22, 23:32.
Случай 4: $D_1 \ge 3$
Часы ($D_1D_2$) будут равны 30 или больше, что выходит за допустимый предел в 23 часа. Следовательно, таких палиндромов не существует.
Общее количество палиндромов в течение суток составляет $6 + 6 + 4 = 16$.
Вопрос задачи состоит в том, чтобы найти количество таких моментов времени в промежутке "между 00:01 и 23:59". Этот промежуток исключает время 00:00. Все остальные 15 найденных палиндромов (от 01:10 до 23:32) попадают в этот интервал.
Таким образом, количество раз, когда показания часов будут читаться одинаково слева направо и справа налево в указанный промежуток времени, равно $16 - 1 = 15$.
Ответ: 15
