Le rôle de l'épouse du Président de la République
Le rôle et la fonction institutionnels de l'épouse du président de la République ne sont mentionnés dans aucun texte officiel. Du point de vue institutionnel, donc, le conjoint du chef de l'État n'a aucune prérogative et aucun statut. En pratique, elle occupe pourtant une place importante dans le protocole et joue un rôle de représentation non négligeable. Elle accompagne notamment le chef de l'État lors de déplacements à l'étranger, reçoit les hôtes du Palais de l'Elysée lors des dîners d'Etat, ou bien anime le Noël de l'Elysée.
Sous la Ve République, chaque épouse de président a souhaité exprimer ses convictions en créant sa propre fondation ou en parrainant des opérations caritatives et d'intérêt général. On peut citer la Fondation Claude Pompidou, créée en 1970, avec la mission de venir en aide aux personnes âgées, aux malades hospitalisés et aux enfants handicapés, la Fondation Danièle Mitterrand «France Libertés», créée pour défendre les droits de l'homme, le droit d'accès à l'eau et les droits des minorités ethniques, l'opération Pièces Jaunes, soutenue par Bernadette Chirac, pour les enfants malades et les services pédiatriques, ou bien la Fondation Carla Bruni-Sarkozy, créée en 2009 dans le but de faciliter l'accès à la culture, à l'éducation et au savoir pour lutter contre les inégalités sociales.
L'épouse du chef de l'Etat est aussi très impliquée dans les œuvres sociales. En 1976, une commission des secours est créée auprès du Service social lui-même rattaché au secrétariat d'Anne-Aymone Giscard d'Estaing et, en 1985, une crèche est ouverte sous l'impulsion de Danielle Mitterrand pour les enfants du personnel de la présidence de la République.
