Нет, из этого не следует, что прямая $m$ перпендикулярна плоскости $\alpha$.
Согласно признаку перпендикулярности прямой и плоскости, если прямая перпендикулярна двум пересекающимся прямым, лежащим в плоскости, то она перпендикулярна этой плоскости.
В условии задачи сказано, что прямая $m$ перпендикулярна прямым $a$ и $b$, которые принадлежат плоскости $\alpha$. Однако не уточнено взаимное расположение прямых $a$ и $b$. Они могут быть как пересекающимися, так и параллельными.
