Пусть дана плоскость $\alpha$ и точка $A$, не принадлежащая этой плоскости ($A \notin \alpha$). Проведем из точки $A$ перпендикуляр $AO$ к плоскости $\alpha$, где $O$ — основание перпендикуляра, точка $O \in \alpha$. Длина этого перпендикуляра $AO$ является расстоянием от точки $A$ до плоскости $\alpha$ и представляет собой постоянную величину, обозначим ее $h$.
Рассмотрим любую наклонную $AB$, проведенную из точки $A$ к плоскости $\alpha$, где $B$ — основание наклонной, точка $B \in \alpha$. Отрезок $OB$ является проекцией наклонной $AB$ на плоскость $\alpha$. Углом между наклонной $AB$ и плоскостью $\alpha$ по определению является угол между этой наклонной и ее проекцией на плоскость, то есть угол $\angle ABO$.
По условию задачи, этот угол должен быть равен $40^\circ$, то есть $\angle ABO = 40^\circ$.
Так как $AO$ — перпендикуляр к плоскости $\alpha$, то $AO$ перпендикулярен любой прямой, лежащей в этой плоскости и проходящей через точку $O$. В частности, $AO \perp OB$. Следовательно, треугольник $\triangle AOB$ является прямоугольным с прямым углом $\angle AOB = 90^\circ$.
В прямоугольном треугольнике $\triangle AOB$ мы знаем катет $AO = h$ и угол $\angle ABO = 40^\circ$. Мы можем найти длину проекции $OB$ (второго катета):
$tan(\angle ABO) = \frac{AO}{OB}$
Отсюда $OB = \frac{AO}{tan(\angle ABO)} = \frac{h}{tan(40^\circ)} = h \cdot cot(40^\circ)$.
Поскольку расстояние $h$ от точки $A$ до плоскости $\alpha$ является постоянной величиной, и $cot(40^\circ)$ также является константой, то длина проекции $OB$ является постоянной величиной для всех таких наклонных.
Это означает, что все основания $B$ наклонных, проведенных из точки $A$ под углом $40^\circ$ к плоскости $\alpha$, лежат на одинаковом расстоянии $r = h \cdot cot(40^\circ)$ от точки $O$ (основания перпендикуляра). Геометрическим местом точек плоскости $\alpha$, удаленных от точки $O$ на расстояние $r$, является окружность с центром в точке $O$ и радиусом $r = h \cdot cot(40^\circ)$.
Каждая точка на этой окружности может служить основанием для одной такой наклонной. Поскольку на окружности существует бесконечное множество точек, то из точки $A$ можно провести бесконечное множество наклонных, образующих с плоскостью $\alpha$ угол $40^\circ$. Совокупность всех таких наклонных образует боковую поверхность конуса с вершиной в точке $A$, осью $AO$ и основанием — окружностью в плоскости $\alpha$.
Ответ: можно провести бесконечно много таких наклонных.
