Формально произошло именно это. На старообрядцев прекратились гонения, им было разрешено верить, как они хотят. Конечно, при этом нельзя было занимать сколько-нибудь значимых должностей, но в основном старообрядцами остались крестьяне, которые на такие должности претендовать и не могли.
Однако, на самом деле, петровские меры разрушили устоявшуюся, негласно сложившуюся систему. Старообрядцы уже начинали обживаться на своих ранее недоступных правительству местах. Предложенные условия старообрядцев не устраивали, потому что установленные Петром налоги даже в нормальном размере были непосильными, что уж говорить о двойном размере, которые должны были платить приверженцы старой веры. Поэтому всё равно приходилось как-то выкручиваться, давать взятку священнику, чтобы записаться обычным православным, или уходить ещё дальше, куда чиновники уже не доберутся. Всё это и самим старообрядцам не доставляло удовольствие, и государство получило не так уж много дополнительных налогоплательщиков. Некоторые вообще патологически не верили власти и считали, что за этой ширмой скрывается духовное принуждение. Такие безусловно уходили в более глухие места, а если их находили, нередко устраивали самосожжения. Вот это уж точно не приносило государству никакой пользы, но людей было уже не вернуть.
