Конечно, в первую очередь вспоминается Семибоярщина во время Смуты. Но этот орган был скорее временным правительством в чрезвычайных обстоятельствах: они сразу пригласили на престол царя, при этом не ставили ему условия относительно полномочий боярской думы, основными условиями были религиозные.
Можно ещё вспомнить последний период Смуты, когда при Михаиле Фёдоровиче земский собор заседал беспрерывно: если собор расходился, перед этим он принимал решение о созыве нового собора. Но при появлении в Москве Филарета собор разошёлся легко и быстро, не предпринимая даже попыток стать хотя бы постоянным органом, не говоря о получении дополнительных полномочий. Так что это была скорее попытка не ограничить самодержавие, а действительно помочь молодому неопытному царю в тяжелой ситуации: собор разошёлся со спокойной совестью, когда эту миссию помощи взял на себя кто-то другой.
Так что последней реальной попыткой стоит считать усилившееся влияние Боярской думы во время усобицы 1425-1453 годов и сразу после неё.
Таким образом, мы видим, что Верховный тайный совет вряд ли опирался на русскую традицию, которая была в этом смысле уже забыта. Скорее всего, перед их глазами были разные аристократические советы Европы от сената Речи Посполитой, до палаты лордов в Великобритании, хотя эти органы были гораздо более многолюдными.
