Прежде всего, мануфактурное производство в России по-прежнему было ограничено узким рынком сбыта. Ситуация стала гораздо лучше, чем в допетровские времена. Расширился государственный заказ, в товарную экономику включились дворяне, которые теперь в основном использовали покупные вещи, а не сделанные в собственном имении, да и вообще все более-менее зажиточные горожане. Помогало также расширение международной торговли, например в Англии до определённого времени продавали много чугуна. Но ничто по-настоящему не могло компенсировать то, что большая часть населения, прежде всего крестьяне, по-прежнему жили в условиях натурального хозяйства и не покупали ничего.
Ограничивало развитие мануфактур также отсутствие свободного рынка рабочей силы. Это проблема решалась так называемыми посессионными крестьянами, то есть приписанными к мануфактуре. Но эта процедура ещё больше усложняла процесс открытия предприятия.
Сословные ограничения ограничивали не только рабочую силу, но и число предпринимателей, потенциальных владельцев мануфактур. При этом и открыть такое предприятие было непросто: кроме финансовых вложений требовалось ещё и разрешение профильной коллегии.
Кроме того, от сословных ограничений страдали и состоявшиеся уже владельцы мануфактур. Ещё больше они страдали от не предусмотренного законом произвола чиновников, как и другие купцы. Поэтому они стремились получить дворянство, что по закону давало целый ряд привилегий, и до некоторой степени придавало вес в лице чиновников, тоже дворян. Но удавалось это только крупнейшим предпринимателям, таким как Демидовы.
