Прежде всего, потому, что человек - вообще существо противоречивое и мало какого исторического деятеля вообще можно оценить настолько уж однозначно.
Павел I за своё короткое правление успел, тем не менее, сделать несколько важнейших для последующей истории вещей. Прежде всего, он изменил порядок престолонаследия, отменив своим указом указ Петра Великого. Он вернул наследственный патриархальный принцип, главное чётко определил порядок наследования без возможности разночтений. Во многом это и не дало продолжиться дворцовым переворотом, хотя самого Павла сместили именно таким способом. В не меньшей степени этому способствовало и наконец-то появившаяся стабильность династии, которая пошла тоже с семьи Павла, ещё только когда тот был наследником престола.
Но гораздо больше его новшества привнесли скорее вред, например такие, как возвращение телесных наказаний в армию, ущемление дворянства и многое другое. Кстати, знаменитая трёхдневная барщина тоже вводилась, прежде всего, для ущемления дворян, улучшение жизни крестьян оставалось второстепенным. Это то, что было реализовано.
А ведь большая часть начинаний просто осталась на бумаге. Павел первый за свои 4 с небольшим года правления издал указов и всяких других распоряжений примерно столько же, сколько Екатерина II за все свои три с лишним десятка лет на престоле. Это значит, что большая часть поспешных мер просто не была реализована на практике, оставшись только на бумаге.
Император был человеком взбалмошным. Например, он зачем-то решил изменить даже не цвет, основной для многих полков русской армии, а оттенок, цвет остался зелёным, но стал другим зелёным. Когда император узнал, что требуемый оттенок сложен в производстве и нужные ему мундиры появятся только через несколько месяцев, он от злости отправил в отставку президента Мануфактур-коллегии, отчего у последнего, кстати, резко ухудшилось состояние здоровья. И такие импульсивные необдуманные решения принимались постоянно.
Так что в правлении Павла I больше всё же было плохого, но из-за положительных моментов, вроде нового указа о престолонаследии, его нельзя оценивать однозначно отрицательно.
