Одной из самых эффективных, дающей быструю окупаемость, считается организация территорий опережающего социально-экономического развития - сокращённо ТОСЭР (или ТОР). К ТОСЭР (ТОР) относятся территории с развитыми инфраструктурными коммуникациями, на которых, согласно решению правительства, устанавливается индивидуальный правовой подход в отношении осуществления предпринимательской, производственной и иной деятельности. Благодаря этому, а ещё и различным видам активного государственного участия, создаются комфортные условия для быстрого роста экономики, привлечения большого объёма инвестиций и технологий, улучшения социальных показателей уровня жизни населения.
