Нет, данное утверждение неверно.
Для ответа на этот вопрос рассмотрим два возможных случая расположения данной точки относительно данной прямой.
Пусть дана прямая $a$ и точка $M$.
1. Точка $M$ не лежит на прямой $a$.
Согласно аксиоме о параллельных прямых, через точку, не лежащую на данной прямой, можно провести прямую, параллельную данной, и притом только одну. Проведем через точку $M$ прямую $b$, параллельную прямой $a$.
Любой луч, который начинается в точке $M$ и параллелен прямой $a$, должен целиком лежать на прямой $b$. Точка $M$ является точкой на прямой $b$ и делит ее на два луча, выходящих из этой точки в противоположных направлениях. Оба этих луча начинаются в точке $M$ и лежат на прямой $b$. Поскольку прямая $b$ параллельна прямой $a$, то и оба луча, на ней лежащие, параллельны прямой $a$.
Таким образом, в этом случае существует не один, а два луча, удовлетворяющих условию.
2. Точка $M$ лежит на прямой $a$.
В этом случае лучи с началом в точке $M$ также лежат на прямой $a$. По определению, параллельные прямые не имеют общих точек. Если следовать этому строго, то луч, лежащий на прямой $a$, не может быть ей параллелен. Если же считать, что прямая параллельна самой себе, то из точки $M$ на прямой $a$ выходят два луча в противоположных направлениях, и оба они будут "параллельны" исходной прямой.
В обоих рассмотренных случаях утверждение о существовании только одного луча не выполняется. В наиболее общем случае (точка вне прямой) таких лучей два.
Ответ: Нет, нельзя. Через данную точку, не лежащую на данной прямой, можно провести два луча, параллельных этой прямой. Они являются двумя дополнительными друг к другу лучами, лежащими на одной прямой, параллельной данной.
