Некоторые историки называют кондиции «первой конституцией России». Объясните их точку зрения. Согласны ли вы с ней? Ответ аргументируйте.

Конституция, это основной закон в стране. В монархических государствах он ограничивает власть монарха, если существует как таковой. Кондиции тоже ограничивали власть монарха и, конечно, в случае принятия, документов выше них существовать не могло.
Но всё же конституция так или иначе описывает все основные аспекты государственного управления, хотя бы кратко. Кондиции больше похожи на Великую хартию вольностей, с которой началось формирование английского парламента. Хартия сама не считается конституцией, с другой стороны, это часть так называемой английской конституции, то есть целого ряда документов, принятых в разное время: единый конституции в Великобритании нет до сих пор. Так что кондиции, скорее по некоторым стечении обстоятельств, могли бы стать основой для будущей конституции, но сами таковой скорее не являлись
