Земство - выборный орган управления в уездах и губерниях Российской империи, учрежденный земской реформой 1864 года.
До земской реформы в стране действовала система управления на местах, основы которой были заложены ещё в конце XVIII - начале ХIХ в. Руководство губерниями и уездами осуществляли чиновники, назначавшиеся в столице. Остальное население было отстранено от принятия любых решений, касающихся хозяйственной жизни, систем здравоохранения, просвещения и др. Подписанное Александром II «Положение о губернских и уездных земских учреждениях» 1864 года предусматривало создание выборных органов управления - земств.
