Российскую империю конца XIX века населяло огромное количество народов, исповедующих различные религии, основными из которых было православное христианство и ислам. Православие при этом занимало господствующее положение. Большинство населения России исповедовало именно его. При этом политика властей по отношению к исламу и другим конфессиям была лояльной, при условии, что их деятельность не препятствовала исповеданию православия. Власть стремилась органично встроить мусульманское население в систему государтсвенного управления, а также образования. На Северном Кавказе и Закавказье были открыты уездные училища для христианского и мусульманского населения. Также для уроженцев Кавказа отводились места и в центральных российских университетах. Взамен духовное управление мусульман было обязано следить за моральным обликом духовенства, а также гарантировать его лояльность государю.
