При пересечении двух параллельных прямых третьей прямой (секущей) образуется 8 углов. Все эти углы можно разделить на две группы: одни равны между собой, и другие, также равные между собой. Любой угол из первой группы и любой угол из второй группы являются смежными или односторонними, а значит, их сумма равна $180^\circ$.
По условию, один из углов равен $28^\circ$. Обозначим его как $\alpha = 28^\circ$.
Следовательно, все остальные углы, образовавшиеся при пересечении, могут быть равны либо $28^\circ$ (как вертикальные, соответственные или накрест лежащие), либо они будут смежными с углом $\alpha$.
Найдем величину смежного угла, обозначив его $\beta$:
$\beta = 180^\circ - \alpha$
$\beta = 180^\circ - 28^\circ = 152^\circ$
